Nokia 5230 Phone Startup Failed Contact the Retailer Solution
Really surprised unless centre claiming that this device has suffered water damage. Normally would try three key depressed power on hard reset (gren, red, camera keys depressed whilst powering on until Nokia "Shaking hands" logo appears then reflash device software via Fbus if USB issues with device.

this is predominantly a user to user forum only, so you will need to ask Nokia Care regarding your issue, we cannot tell you the answer because we do not know.

This will depend on the assessment of the technician on the device. If the phone is found to have liquid ingression, the warranty will be void and the device will be returned unrepaired. You still have the option to take it to a third party repair facility for repair.
If you're in the US, you can take a look at this link for more info about Nokia Warranty:

okay thanks, can you tell me about this Fbus method of flashing device software. And what is this Fbus anyway? Im just worried because considering third party repair means throwing my whole wallet down the drain.trust me,iv done it before.

Sorry, but we don't have any information about that and discussing it on this forum is not allowed. Flashing of phones can only be done in the authorized Nokia Care Points.
